.RUGBY, June 21. (Received June 22, at 5.5 p.m.) The Secretary of State for the Colonies (Sir Philip Cunliffo-Lister) stated in the House of Commons. that he understood that discussions regarding rubber restriction had taken place between certain English and other producers, but th -re had been no negotiation between the British and other Governments. No request for negotiations had been received from the Dutch Government.
