Sir —The Howard League has recently told us that the last English Prisons Report showed that the number of those imprisoned after conviction in that country was only 9.7 per 10,000 of the general population whilst in New Zealand the figure was 19.19; and that by the English scale our daily average prison populaion should have .been 437 only, whereas it was in actual fact 14bb! It has also told us that, whilst in the 10 years 1920-1930 the English prison daily population rose only from 11,000 to 11,346, it increased itself in New Zealand by over 50 per cent;, growing from 940 to 1466, a far quicker rate than did our general population. What, Sir, does all this mean? That our prisons neither deter nor reform? Now, Sir, I would like to ask Miss Baughan or Mr AndrewsBaxter if either of them can give the respective English and New Zealand figures of the Borstal population.
