We want to put people to work at shipbuilding, where 85 per cent, of the expenditure goes to labour. The programme calls for 20 destroyers, of which 16 will be in the 1500-ton class, four in the 850-ton class, two aircraft carriers not exceeding 20,000 tons, four 10,000-ton six-inch cruisers, four submarines, and two gunboats for Chinese waters.”
