It is understood that it formulates suggestions to facilitate agreement. FRENCH VIEW OF PLAN. PARIS, April 2. (Received April 3, at 5.5 p.m.) M. Jouvcnal, Ambassador at Rome, fresh from his conversations with Signor Mussolini, arrived to consult his Government in regard to the Four-Power Pact. In a statement to the press he emphasised that there was no question of a directorate of the four nations imposing the will on the rest of the -world. “ The pact is an insurance policy against the risk of failure of the Disarmament Conference. When the four have agreed it will be incumbent on them to win over the Council of the League and the Assembly. It is clear that the state of Europe would become alarming if the Disarmament Conference broke up, leaving Europe divided into hostile camps, and to this were added a demand for a revision of frontiers.”
