The refusal of the Scottish (Mice to allow the Ciiief Constable of Glasgow to purchase 2500 pairs of handcuffs was recently under discussion by the Watu Committee of the city. With no wish to take sides in the dispute, says an English newspaper, one’s natural tendency is to think the refusal of the Scottish Office justified. Two thousand five hundred handcuffs —whatever can any town want with so many! The Chief Constable of Glasgow actually wants to equip every member of the force with a pair of these curios, no doubt for some good reason. The Secretary of State, however, has replied that “ in view of present financial circumstances ” he does not think the expenditure “justified.” He will let Glasgow have half the number asked for.
