PENINSULA COUNTY COUNCIL

MONTHLY MEETING The monthly meeting of. the Peninsula County Council was held yesterday at Portobello, and was attended by the chairman (Cr Macandrew) and Crs Robertson, Hellyer, Brunton, Nyhon, Edmonds, Irvine, and Cross. UNEMPLOYMENT. The town clerk of West Harbour (Mr W. Connor) forwarded a copy of a resolution passed at a meeting of local bodies held in Dunedin protesting against the treatment of unemployed in country and suburban districts. —There was enclosed a reply from the Commissioner of Unemployment, stating that lack of finance absolutely prevented the extension of the “ city scale " for unemployed workers. — Received. —The chairman reported having attended the meeting of local bodies referred to,. and explained the contention of the* meeting that the unemployed in the country and suburbs should receive the same treatment as those; in the towns..

The clerk of the Bruce County Council wrote stating that his council was of the opinion that all unemployed should be on the same footing, and requested the support of the Peninsula Council in ■ the matter. —It was decided to make representations to the local members of Parliament in the matter.

The Commissioner of Unemployment forwarded particulars of a scheme whereby the No. 5 scheme would be combined with the old No. 2 scheme for work on private property.—Received. The Commissioner of Unemployment wrote stating that the Unemployment Board had decided to take over, as from October 1, the liability hitherto carried by local bodies in respect of accidents to relief workers arising out of and in the course of work, the wages for which were refunded from the Unemployment Fund, provided the injured worker was eligible to be employed on the work. The Unemployment Board’s liability, however, would be limited to the amount payable in respect of the wages provided by the board. Where the wages were supplemented from another source the employer would be required to carry the liability for that proportion which the contribution bore to the injured worker’s total remuneration. In cases where local bodies had required farmers employing scheme No. 5 men “ over the fence ” to provide for insurance the board did not intend to take over the insurance liability.— Received. • CORRESPONDENCE. The district public trustee, Dunedin, wrote complaining of the state of the access to the property of the late J. G. Dick at Portobello, and suggested the extension of a road to the boundary of the estate. —Referred to the chairman and the local member. The Main Highways Board’s representative on Nos. 16 and 17 District Highways Councils (Mr T. M. Ball) forwarded the following details of items covering main highways maintenance for the year 1932-1933. Dunedin-Portobello (high road), £lOlO (£3 for £1); low road— Peninsula County, £ll4O (£3 for £1), payed section £3OO free; Dnnedin-High-cliff, via Tomahawk, £390 (£3 for £1); Portobello-Otakou, £450 (£3 for £1). — Received.

A letter was received from the secretary of the North-East Harbour Ratepayers' Association applying for labour for work on the mtjd flat at Mncandrew Bay.— The chairman explained that the idea was to fill in and level the mud flat.—Referred to the local members and the engineer. A request was received from the Portohello School Committee that the footpath be continued from Riddell’s store towards the school. —It was decided to reply that no funds were at present available for the purpose. The medical officer of health, Dunedin, wrote stating that the department had been authorised to make a reduction of 10 per cent, in the contributions made by local authorities towards the salaries and expenses of health inspectors, the reduction to date from April 1 last.—Received. The secretary of the Portobello and Broad Bay Ratepayers’ Association wrote requesting that steps he taken to deal with the nuisance of wandering horses and cattle. He also wished to bring to the notice of the council the necessity for another “ clean-up ” day before Christmas. —The complaint regarding wandering stock was referred to the ranger, and it was left to the engineer to arrange a “ clean-up ” day, and notify residents as to the date. John Dick, Wickliffe Bay, wrote protesting against the action of a neighbour in diverting one creek and blocking another leading into and from his property. —Referred to the chairman and the local member. FINANCE. Accounts totalling £2532 Is 8d were passed for payment. RANGER’S REPORT. The ranger (Mr E. Campbell) reported that he had found 25 head of stock wandering on county roads during the mouth. The report was adopted. ENGINEER’S REPORT. The engineer (Mr S. 6. Paterson) reported as follows on the work done in the various ridings during the month; — Otago Heads Riding.—Further cleaning

of sand drift from the Harrington Point road has been done. Water tables have been cleaned, and the formation trimmed on the Pipikariti road. Sandymount Riding.—The metalling of about 15 chains of the Sandymount road is nearly completed, and the patching of the balance ,of the road is in hand. Culverts have been cleared on the Riddell’s to Hooper’s Inlet road. Highcliff Riding. —Screenings have been spread on the mam high road on bare portions of the road, and the cleaning of water tables has been carried out. Tomahawk Riding.—Metal has been quarried for lifting a low portion of the main highway. About 20 chains of the Tomahawk main highway have been scarified and graded up to shape. Screenings have been spread on the scarified portion. North-East Harbour Riding.—Further water tabling and trimming of the formation has been done on the Vauxhall roads. One hundred and twenty cubic yards of screenings have been spread on the Beach road. Water tables have been cleaned on the Beach road and grading done regularly. Broad Bay Riding.—The widening of the corner of Wilsoms road is practically completed, and metal is being quarried for the metalling. Five chains of metalling have been done on Ross crescent. Stone is being quarried for a new culvert on Glen road. Water tables have been cleaned and formation trimmed up on M'George street, Portobello. Portobello Riding.—Water tables have been cleaned on Pitts road. Grading in of the new metal on the Portobello to Otakou highway has been done. The report was adopted.
