Forty thousand consignments of a total weight of 1538 tons were stolen on Russian railways in the first six months of this year. The goods stolen were principally flour, rice, and other foods. The chief offenders were managers of goods depots, night watchmen, clerks, and railway guards, who arc exposed to temptation.
