P. Nellson.—The discussion took place on February 25, not on April 15 as you believe, and M. Litvlnoff's proposals were supported by three delegations. The practical objection to them is that, though total disarmament Is the aim of the Conference, it is deemed necessary to begin cautiously, with due regard to the security of nations. In order to achieve.something that may be acceptable to all. " Ten Per Cent."—(l) The full, income from interest must be returned and the 10 per cent, duty claimed as a special exemption, as with life Insurance, etc. (2) If the interest referred to comes under Part IV of • the National Expenditure Adjustment Act the tax la payable at 10 per cent, on the full value of the coupon or warrant presented, provided the interest due date was on or after May 14.
