THE BOARD OF TRADE

PRESIDENT IN PARLIAMENT* A REMARKABLE SITUATION. (British Official Wireless.) (United Press Association.) (By Electric Telegraph—Copyright.) • RUGBY, April 21. Lord Hailsham, in the House of Lords, mentioned what he described as “ a very remarkable situation.” ' He said he had discovered that no President of the Board of Trade could sit in the House .of Commons, and if he did so he was disqualified for every day he sat. “ I think every President of the Board of Trade has sat in the House of Commons for, many years past. In these days of financial stringency it is tempting to think how many million pounds could be collected in penalties from those who held the position in the past,” remarked Lord Hailsham. “It will be necessary to pass a Bill to indemnify those who have offended.”

To regularise the position the Attor-ney-general will to-niorrow introduce a Bill and pass it through all stages in the House of Commons, and a similar course will be taken in the House of Lords on Monday, enabling the President of the Board of Trade (Mr Walter Runciman) to participate in next week’s debates in' the House of Commons.
