(Received March 22, at 5.5 p.m.) In answer to a question in Parliament regarding the negotiations for the restriction of the production of rubber, the Colonial Secretary (Sir Philip CunliffeLister) said they revealed that the practical difficulties were such as to preclude the adoption, with reasonable prospect of success, of any comprehensive and effective scheme. He was satisfied that this conclusion was inevitable in all circumstances and it had been reluctantly accepted by both the British and Dutch Governments. If the French plan was not accepted some other plan must be devised and set in motion. It was the British experience that the strongest and most durable institutions were those which had expanded naturally.
