TAIERI COUNTY COUNCIL

MONTHLY MEETING The monthly meeting of the Taieri County Council held yesterday was attended by Crs R. A. Kempshell (chairman), M. Stevenson, J. W. Blair, J. Gow, T. Carruthers, D. MTntosh. and C. Findlay. REPORTS. The Finance Committee reported that the receipts for the past month had been £2506 11s 6d and recommended payment of accounts totalling £1949 10s. The bank balance showed a debit of £ISBB 17s la. XTscGivccl. Mr John Garrett (inspector of works) reported as follows: East Taieri Ruling—Thirty yards of maintenance gravel had been run out on the road leading to Welsh’s property. The following roads had been surfaced;— Gladstone, Owhiro-Gladfiekl, and School. Riccarton and Centre roads had been graded with the power grader. Under No. 5 scheme the ditch to Riverside road and Fowler’s had been cleaned. . North Taieri Riding.—The following roads had been surfaced: —Taioma, Gibson’s to Muir’s, and Gladstone. The road leading to M'Lean’s at North Taieri had been formed. Thanks were due to Mr M‘Lean for assistance with a plough team free of cost. , , Kaikorai Riding.—The following roads had been surfaced:—Blackhead, Golf Links, Brinsdon’s. M Meekin’s, Churchill, and Sidcy’s road. , , Otokia Riding—The following roads had been surfaced;—Old Brighton Creamery, Allanton to Scrojrg’s Hill, MLarens Gully and Duffy’s road. The bridge over the Boat Harbour Creek on that road had been repaired. Arrangements had been made with the contractors, Messrs Ranee and Sharp, to run out maintenance gravel on the Brighton-Scrogg s Hill road. , c Outram Riding.—Ninety yards <?f maintcnance gravel from West Taieri gravel depot had been run out on the Outram to Allanton road. The Allanton to Berwick road had been surfaced. Maungatua Riding.—The Waipon and Lee Flat roads had been graded with the power grader. Otokia, Maungatua, Allanton to Berwick, Henley to Berwick, Twelftrees, and B. drain roads had been surfaced. . . ~ Deep Stream Riding.—The following roads had been surfaced. — John Graham s Lamb Hill. Three O’Clqck track, Hmdon Railway, Hindon to Lee Stream and School road to Rooklands. ihe Lee Stream School to Lee Flat road ana Clark’s to Rocklands had been graded with the power grader. The running out ot the schist spalls on Bray’s road, Mt. Stoker, and the grading of Camerons road would be finished this week; good Srogress had been made with this worn. kgarJJng a letter from Messrs Spratt, i Cameron, and Young about metalling the road leading to their property, which had been referred to Cr Gow and himseli for report. They had met the settlers on the ground, and it had been agreed to recommend that if possible 300 yards of schist spalls be run out on the worst places, to be provided out of next year s allocation. . . Strath Taieri Riding.—The following roads had been surfaced: —Middlemarch to Rock and Pillar, Roberts Lea. Sutton to Matarae. The bridge at Stoker had been repaired. HIGHWAYS. No. 2—The gravelled section from Mosgiel to the West Taieri church had been graded with the power grader, also the section from Lee Stream to Clarks. The section from Shannon to Sutton bad been surfaced. The tarring and painting of the West Taieri bridge had been completed. , , , , , No. 3. —General surface work had been carried out on the section from Black bridge to the city boundary. No. 4.—The running out of maintenance gravel from West Taieri depot, on the section from Maungatua School to Berwick Hill, was in progress. As this work was urgent, prices were obtained, and that of Mr C. Brensell’s, at 3s 6d per yard, had been accepted. Two water tables on this section had been cleaned out.

No. 5. —Tenders were called for delivery of 400 yards of maintenance gravel (from the Brighton pit) on the section from Pett’s gate to the Red Creek bridge. Five t enders had been received, and Messrs Eauce and Sharp’s, at 2s 2d per yard, being the lowest, had been accepted. This contract had been completed. No. 6.—The running out of the schist spalls, on the section from Paterson’s sheep yards to the “ W ” was in progress. The following recommendations by the inspector of works were adopted:—That the following maintenance gravel be run out: (1) 200 Yards, on the Outram to Allanton roads; (2) 300 yards, on the Allanton to Berwick road, from Allanton to Momona; (3) 200 yards be run out on the Huntly road.

The ranger reported having visited all the ridings in the county during the month. Seventeen head of cattle had been found wandering. Cr MTntosh and the inspector had visited Allanton in connection with the electric light_ at the corner of Grey street and the Main South road, and they recommended that the light be disconnected in the meantime. — The clerk to notify the city to remove the lamp meantime. The matter of shifting the light to be left with the people of Allanton to decide.

The sanitary inspector reported favourably on the slaughter houses in the county, the piggeries at Green Island Bush, and the boiling-down works at Green Island. The last-named works were now closed down. Two, building permits were issued during the month.—Received. CORRESPONDENCE. Revenue vouchers were received as follows:—Highways, £516 7s Id; “thirds” and “ fourths,” £9. A telegram was read from the Minister of Public Works regarding cancelling authorities held by council for road grants not expended.—Received. The chairman. No. 17 District Highways Council, advised of board’s proposal in regard to adjustment of maintenance charges on highway Otokia to Henley.— Quotation and particulars to be asked for.

The Commissioner of Transport forwarded new regulations in respect to heavy traffic vehicles.—Received.

Notification by secretary, Central Licensing Authority, of sitting _ in Dunedin under the Transport Licensing Act, 1931. —lnquiries to be made as to when fees would be paid. C. and W. Shicl, Ltd., applied for permission to cross main road at their works, Fairfield, with a one-inch water supplypipe.—Application to be sent on to public works engineer. The district land registrar wrote regarding bringing D. M'Kenzie's property at Brighton under Lands Transfer Act. — Approved. The district land registrar wrote regarding Queen street, Brighton, and width thereof at section 11, block ll.—Held over till Cr MTntosh and the inspector made inquiries. The secretary, Returned Soldiers’ Association, wrote with respect to gravelling the parking area, Taylor street. Brighton. He asked would the council give an assurance that as soon as funds were available that the area would be gravelled?Consideration to be given to the matter when funds were available. 'The secretary, Brighton Amenities Society, wrote regarding building by-laws and buildings on the boundary hne.—The society to be informed that the by-law was quite in order. A copy of the by-law to be sent to that bodv. _ The citv electrical engineer wrote relative to electric light charges arbitration, and advised that a new electric light committee had been appointed and they were not prepared to proceed with the suggestion of arbitration. Crs M Intosh and Stevenson and the clerk to prepare a report for next meeting. W. J. Marshall, Berwick, wrote regarding fencing the road at Ids place on the proper boundary.—lnspection of the localjtv to bo made by a sub-committee or the council. , , . . A. G. Scherp, Sutton, asked permission to run a fence up to the bridge approaches at Doughbov and Station Creeks, on the back road from Sutton to Middlemarch Granted during the pleasure of the counC \ b Bray wrote thanking the council for the good work done on the road to his run.—Received. , , . Mr E. Fletcher Roberts forwarded plans of* survey of Deep Stream deviation.— Left with Cr Gow and the inspector. The Otago Hospital Board, Dunedin, wrote that the maintenance levy tor t ie board for the year 1932-33 would be the same as for the year 1931-32. and that no levy would be made for capital expenditure during the forthcoming year.—Noted. The commissioner of Crown Lands wrote consenting to the road exchange of a small area at Brighton provided the value ot assessment was paid.—Agreed to.

GENERAL. The application for a subscription by the Plunket Society was declined, as no funds were available. A request for permission to cut cocksfoot grass seed on county roads was approved. The inspector was asked to prepare an estimate of the cost of a light coating of gravel on Brinsdon’s road, from its junction with the North Taieri road, the grave] to be either from Milner’s pit or the pit near the Whare Flat School.
