IMMIGRATION RESTRICTION NEW REGULATIONS ENDORSED. (Per United Press Association.) NEW PLYMOUTH, March 20. The following resolution was adopted at a meeting held here on Saturday night “This combined meeting of the civil service organisations of New Plymouth heartily endorses the action of the Government in amending the immigration laws so as to prevent the entry into New Zealand of members and supporters of the Third International.” i

Communists who desire to take up residence in New Zealand will encounter discouraging barriers as a result of regulations under the Immigration Restriction Amendment Act, 1931, which were gazetted last week. The Act provides that regulations may be made to require any class of persons, or persons of any nationality, to secure a permit before admission to New Zealand. The regulations state that this requirement shall apply to members or adherents of the Third Communist International or any associated organisation.

Persons who are known to have expressed approval of the doctrines of Communism are also embraced by the restriction, and the regulations also cover all persons who have lived in a country under a Communist form of government at any time less than three years before arrival in New Zealand. The applicant for a permit to land in the Dominion who might come under these restrictions will be asked to answer numerous written questions. The form gazetted requires a potted history of the applicant. He must state whether he has ever been in prison, in a mental hospital, or in receipt of charitable aid. He must also sign a statement to the effect that he is not a disloyal person or an advocate of violence against constitutional government. In all, 17 distinct questions have to be answered to the satisfaction of the authorities.
