ALLEGED FOREIGN PLOT CAPTURE OF AGENT. LONDON, March 8. According to a Soviet communique, Stern, a Russian Jew, has confessed that he is a member of a group of terrorists, acting on behalf of foreign Powers, to disrupt Russia’s relations with Germany. Stern was arrested after having shot at Dr von Twardowski, counsellor at the German Embassy at Moscow, whom he is supposed to have mistaken for the German Ambassador. ’
