MONTHLY MEETING The monthly meeting of the Taieri County Council was presided over by 'Mr R. A. Kempshell (chairman), and Crs M. Stevenson, J. W. Blair, J. Gow, T. Carruthere, C. Findlay, and D. M Intosh were present. . , , _ ITT , An apology was received from Cr Walter Blaokie* for unavoidable absence through illness. REPORTS. The Finance Committee reported that the receipts for the month had been £SIBO Iss 4d, and recommended payment of accounts totalling £1963 16s lid. The bank book showed a debtor balance of £2347 17s 3d. —Report adopted. RATES. The Finance Committee also, reported that all ratepayers whose rates for the current year had not been paid had been circularised showing the rate due, rebate, and amount now owing in terms of the Finance Act, 1931, No. 4. This would make the position clear to ratepayers,-and it was hoped that a good response would be made, as the concession ceased to operate after March 31, 1932. The general response to demands for arrears since last meeting had met with a good measure of success. —Adopted. Mr John Garrett (inspector of works) reported as follows: East Taieri Riding.—Twenty-seven and a-half yards of maintenance gravel had been run out from the Silverstream at Mill Creek on Shand’s road. Gladstone and Cemetery roads had been graded with the power grader. School road had been surfaced, and the ditch from Arthur Grant’s had been cleaned from the Gladfield Railway Station to the Outram road. Under No. 5 scheme the ditch from the Mill Creek to the Outram railway had been cleared. . . „ ~ North Taieri Riding—The following roads had been surfaced: —Gordon, Wingatui, and Gladstone; and 2124 yards of maintenance gravel from Milner s pit had been run out on the road from Gibson’s' to Muir’s. This road had been graded with the power grader. Kaikorai Riding.—Five yards of maintenance metal had been run out on Church Hill, and'-the following roads surfaced: — Blackhead, Brinsdon 7 s, Wilson’s and M‘Meekin’o. The loose metal on the Kaikorai Valley road had been graded with the power grader. . Otokia Riding.—The following roads had been surfaced; —Old Brighton, Scrogg’s Hill, Otokia-Knri Bush. A section of this road from the top of the zigzag to the Tukatau road past Reid s had been graded with the power grader. The section from Tukatau road to Kuri Busli was overgrown with goree, and it was practically impossible to surface it. He recommended that the property owners be asked to clear this. One hundred and twenty-three yards of maintenance gravel had been run out on the Brighton streets, Bedford parade, 0. J. Millar’s and M. Duffy’s roads. The men employed under No. 5 scheme were at present surfacing this road. . , Outram Riding.—The folldwing roads had been surfaced; —Loan, Granton, Huntly, and Allanton to Berwick. A broken wooden box culvert on the ■Allanton to Berwick road at J. Taylors had been renewed with 33ft of 91n pipe. The ditch had been cleared to Duck Creek. Maungatua Riding—The metalling of B. drain road from W. Horn’s gate to Allanton to Berwick road had been completed. Prices had been obtained from Dunedin quarries for delivery of this metal at Henley, that of Messrs Shiel and Palmer and Sons being equal. A ballot was taken. Palmer and Sons being successful. The following roads had been surfaced: —Otokia-Maungatua and Henley to Berwick. The ford leading to H. Mitchell’s property on Heenan’s road had been repaired. ~ Deep Stream Riding.—The following roads had been surfaced: —Youngs, Hiuclon to Lee, Lamb Hill, Hindon railway and Graham’s road. The running out of 'the schist spalls on the soft portions of Bray’s road, Mount Stoker, was in progress. Strath-Taieri Riding—ihe grading ot the Mount Stoker and Dallas road with the power grader had been completed. The Sutton to Matarae and Robertslea roads had been surfaced. MAIN HIGHWAYS. No. 2. —The section from Mosgiel to the West Taieri Church had been graded with the power grader twice during the month. Schist spalls had been run out for a distance of 32 chains on the section from Red Gate towards Sutton, 400 yards being spread. The bridge gang was at present engaged in painting and tarring the West Taieri bridge.

No. 3. —General surface work had been carried out on this highway. No. 4. —Water tables had been cleaned out on the section from Berwick Hill to the Mauhgatua School. No. 5. —The loose gravel had been graded in with the power grader on the section from Green Island Borough boundary to Brighton; 32£ yards of maintenance gravel had been spread on this section. No. 6.—The quarry squad was at present getting out schist spalls for the soft portions from the junction of M'Rae’s road to Paterson’s, a distance of 47 chains. The inspector recommended that tenders be called for delivery of 400 yards of gravel from ’ Scrogg’s Hill gravel pit to the Green Island to Taieri Mouth road (highway No. 5) on the section from Pett’e gate to the Red Creek bridge.— Adopted. The ranger reported that two cases of wandering stock had been brought before the Magistrate’s Court at Mosgiel last court day, and convictions recorded. —■'Received. The sanitary inspector reported favourably on the boiling down works at Burnside, the slaughter houses in the county, and the piggeries at Green Island Bush. Four building permits had been issued during the month.—Received. CORRESPONDENCE. Revenue vouchers were laid on the table as follow:—Highways, £879 18s 9d; fees and fines, £4 15s; sanitary fees, £2 14s. — Received. A circular letter was read from the Prime Minister regarding the exchange pool.—Laid on the table. The Under-secretary, Public Works Department, forwarded copy of Order-in-Couucil exempting portions of Toads, block IV, Dunedin and North Taieri (City Corporation property).—Received. Letters were read from the chairman, No. 17 District Highways Council, regardr ing sealing coat on last finished section Dunedin-Invercargill highway, Otokia to Henley, and enclosing annual report of Highways Board for year ended December 31 1931.—Received. The Waitemata County Council wrote liability of county councils for cost of removal of power poles on main highways.—Received; the Taieri County Council being in agreement with the Dunedin City Corporation. Unemployment Board circulars Noa. 96, 97, 100 regarding tree-planting, etc., were received.—The clerk’s action in regard to unemployment scheme was approved. The scheme for expenditure of .“ thirds " and “fourths” accrued to January 31, 1932, amount £9, was laid on the table.— Received. Brown Bros., Mosgiel, applied for permission to travel on county roads with their traction engines and plant.—Granted under conditions to be drawn up by Cr Findlay and the clerk. J. M'Master, Saddle Hill, asked that metal be put on clay road leading to Kaikorai bridge before the winter set in.— Tenders to be called for cartage of metal for next meeting. William Kinloch, Henley, notified the council that the gate on road leading to main road from Christie’s Gully road had been locked, and he could not get through.—Road to be reopened. James Spratt, J. Cameron, and G. Young wrote regarding metalling road known as Young’s road, at Shannon. —Cr Gow and inspector to inspect and report. The district engineer, New Zealand Railways, wrote regarding clearing waterway under railway bridge at Burnet’s property, Middlemarch. The creek lower down required attention. —New Zealand Railways to be notified that if clearance were made at the bridge the county would see to the execution of other work which might be necessary. The Brighton Ratepayers’ Association wrote regarding (a) spoil from Queen street, and (b) extending road Bedford parade.— (a) Letter received; (bl no funds available. The secretary, Returned Soldiers’ Association, Dunedin, wrote regarding gravelling parking area, Taylor street. —No funds available. Nelson M'Coll wrote relative to the road to his place at Brighton.—The road to be surfaced. Andrew Nelson wrote regarding footpath at his place. : Seaview street, Brighton.—The work to be attended to later. Tim county solicitors wrote regarding parking by-law for cars. —Received, the original intention with respect to the bylaw to be carried out. The clerk submitted a report regarding market square, Brighton—Cr M‘lntosh moved that if a local Bill was wanted the parties concerned should meet the expenses incurred by the council.—Agreed to. . . The land registrar wrote regarding D. M'Kon/.ie’s property under Land Transfer Act.—Left with the clerk to see the land transfer officer in regard to the question.

Thomas Porter, North Taieri, wrote regarding drainage at his place.—Left with Crown lands commissioner to attend to. The Jubilee Coal Company, Ltd., applied for metal for road to mine at Walton Park.—Resolved to ask the Dunedin City Corporation to repair damage. N. Ralston, Green Island, wrote asking for attention to road leading to his property from Creamery road, Brighton.— The road to be surfaced. F. A. Coutts, Brighton, wrote regarding culvert discharging water on to his property.—Left with engineer to attend to. E. Reggett, Hindon, drew attention to a section of the Hindon-Gutram road.— To be attended to in next year’s allocation. W. W. Dallas, Mount Stoker, asked for repairs to road near. Mount Stoker homestead. He offered a certain amount of help.—Resolved that if stone was placed on road it would be broken and spread by surfaceman. Mr F. Williams, surveyor, submitted plan for approval of new subdivision at Brighton.—Approved with certain specified conditions. Cr M'lntosh moved that the clearing of gorse on the back roads at Brighton be confined for the present to the road formation itself.—Carried. It was decided to leave, the allocations to be dealt with by the chairman and inspector. Mr James Dickie was appointed surfaceman at Deep Stream. The matter of gravelling of Scroggs’s Hill road was left with Cr MTntosh and the inspector. On Cr Cow’s motion, the clerk was instructed to obtain the services of a surveyor to survey gravel reserves at Deep Stream and keep the road in its present pl ace - . _ Cr M'lntosli and the traffic inspector were deputed to take any necessary steps regarding placing the light at the corner of Grey street, Allanton, in a better position for traffic.
