'ONLY TWO ALTERATIONS M. LAVAL’S POSITION WEAKENED. PARIS, January 14. M. Cathala and M. Fould, newcomers to the French Cabinet, will be Ministers of the Interior and Agriculture respectively. The other portfolios are unchanged. M. Laval’s position is weakened, but the newspapers welcome M. Laval and M. Tardieu holding the key positions, which are rendered doubly important by the impending conferences. M. Tardieu is considered admirably suited to uphold France’s interests at the Disarmament Conference,
