QUESTION OF RECOGNITION MR CHURCHILL SEEKS DEBATE. NEW YORK, January 7. (Received Jan. 8, at 9 p.m.) Mr Winston Churchill, who is now at the Bahamas, has challenged Senator Borah to debate whether Soviet Russia should be recognised by capitalistic Governments. If Senator Borah accepts he will be expected to defend the policy of Great Britain in recognising the Russian Government, while Mr Churchill will defend the refusal of the United States to do so.
