Its failure to grant the Central Body some degree of responsibility and its return to reactionary and repressive measures will alienate the sympathy of the moderate elements in India. Hitherto these elements have been pro-British. We are now embarking on the old Roman method of rule by decree enforced by bayonets, and the history of the Roman Empire and all others that have come to grief tells us what is the penalty of such confessions of political bankruptcy.
