NEW EXPORT LICENSES

TERMS OF THE ORDER INQUIRIES BY APPLICANTS (Special to Daily Times.), CHRISTCHURCH, December 29. Canterbury exporters—chiefly those concerned with primary produce—wool, frozen meat, butter and cheese—have already taken steps to obtain general licenses under the new export licenses order which comes into force on January 1. The order prohibits the exportation of any goods, including bullion, whether the produce of New Zealand or not, except in accordance with the terms of the license, whether general (for firms like those exporting wool, refrigerating companies, and so on, which are exporting constantly) or particular (for any firms which may have occasional need to send goods overseas). The applicants so far have merely made inquiry at the Christchurch office of the Customs Department concerning the terms in which they must apply to the Secretary for the Department of Industries and Commerce. The order has been made with so little notice that no supply of requisite forms is on hand, with the result that firms desiring them have had to copy the schedule from the Gazette notice. There have been no applications for particular licenses, but it is expected that these will be made as need arises. Though local manufacturers do ship their goods overseas, their shipments are intermittent. The banks and the offices of the banks to which shipping documents are to be delivered, the cities and banks at which the proceeds of a sale are to be paid, the ports to which the license is to apply as well as the full name, address, and occupation of the applicant, are among the details to be supplied in applying for a general license. For a particular license the exporter has, in addition, to state the value of the goods at the port of shipment, the marks and numbers and the quantity and description of the packages and goods. If the licensing officer requires it, a bond for a sum double the estimated value of the goods at the port of export has to be entered into by the shipper.
