NAVAL ARMAMENTS
SCRAPPING OF SUBMARINES , T. BRITAIN TO RENEW PROPOSAL., LONDON, December 28. (Received Dec. 28, at 5.5 p.m.) The Daily Telegraph’s naval correspondent says that at the Disarmament Conference-at Geneva Britain will renew the proposal to scrap all existing submarines and suspend those which are being built on the grounds that they were still inherently incapable of carrying out a destructive mission within'the limits of international law.
