SPANISH TURMOIL
A MINISTRY FORMED. COALITION OF ALL PARTIES. (United Press Association.) (By Electrlo Telegraph—Copyright.) MADRID, February 18. Admiral Juan Baptista Aznar, cap-tain-general of the navy, has formed a Cabinet, including Count Romanonea (Foreign Affairs), Senor La Cierva (Public Works), General Berenguer (Army), and General Rivera (Navy). Though the general impression is that Admiral Aznar’s acceptance of the Premiership really means that King Alfonso has rallied his old friends to aid the throne, it is hoped that Admiral Aznar will assure impartiality at the coming elections. The new Prime Minister states that his aim is to reestablish a normal constitutional Government. The Ministry 'is really a coalition of all parties except republigajis and socialists, and the strong man of the Cabinet will be Count Romanoues.
