SOUTH AFRICAN BILL. STATEMENT BY MINISTER. (United Press Association.) (By Electric Telegraph—Copyright.) CAPETOWN, February 16. Speaking on the Farmers’ Relief Bill, the Minister of Finance admitted the probability of a stampede of credit. He said that if creditors pressed extensively the scheme could not operate. The Opposition urged that a moratorium existed to-day; consequently loans should be limited to requirements for cultivation. The Minister contended that the adoption of such an idea would permanently drain all credit sources and shake finance, thereby stopping future credit. He warned the public that the scheme would involve eventual loss. Farmers were adjusting their methods, .but the Minister was afraid that if something did not happen soon, leading to a rise in prices, the world was in for a terrible crisis.
