GUILTY OF NEGLIGENCE
FRENCH LUNATIC RELEASED. VERDICT AGAINST STATE. (United, Press Association.) (By Electric Telegraph—Copyright.) PARIS, January 25. The Conseil D’Etat, the body that deals with administrative litigation, gave its verdict against the State in connection with a crime committed in 1023. A man named Jerome was allowed to leave the lunatic asylum on condition that he kept away from his former home, but he quickly returned and shot and killed another man. The court found the State guilty of negligence and ordered it to pay the victim’s widow an annual pension of 3000 francs, and the daughter 20,000 francs.
