JAPANESE ENCOURAGEMENT. BARON. SHIDEHARA’S REVIEW. (United Press Association.) (By Electric Telegraph—Copyright.) , KOBE, January 23. (Received Jan. 23, at 8 p.m.) Baron Shidehara (Minister of Foreign Affairs), reviewing foreign affairs in the Legislature, presented a clean sheet, extolling the moral .effect of the naval treaty on Chinese affairs, which he lengthily - discussed., He congratulated China on putting her house in order, following the Japanese example of looking towards the removal ■of unequal status, and promising Japanese encouragement in every forward step. Nor were there any reasons for misunderstandings in Manchuria. He expressed satisfaction at the increasing trade with the Soviet, but ha did not mention the recent crisis due to the Russians closing the Vladivostok branch of the Bank of Korea. . . :
