TAIERI COUNTY COUNCIL

MONTHLY MEETING. The monthly meeting of the Taieri County Cpuncil, held yesterday, was presided over by Mr R. A. Kempshell. Crs Walter Blackie, C. Findlay, T. Carrutherg were present. Cr Stevenson was absent through illness. Apologies for absence were received from Crs Blair, MTutosh, and Cow. REPORTS. The Finance Committee reported that the expenditure for the past month had been £1363 7s 6d, and for December last f 1895 9s 3d. The receipts for the period, November 28, 1930, to January 21, 1931, had been £847 17s lid. The bank book showed a debit balance of £5342 7s.— Adopted. Mr John Garrett (inspector of works) reported as follows: East Taieri Riding.—Three hundred and thirty-seven and a-half yards of maintenance gravel from the Silverside dump had been run out on the following roads:— I Centre, Riccarlon, and Clyde street, MosI giel Junction. The following roads had been surfaced: —Gladstone, Cemetery, and Tweed street. Silverstream.—The willows had been cut along the frontage of Hazlett’s property from Dalzell’s to Owhiro-Gladfield road. North Taieri Riding.—General surface work had been carried out in that riding on the following roads:—Gladstone, Wingatui, and Mossburn streets. i Kaikorai Riding.—The following roads had been surfaced:—Green Island Bush, Fernhill, M'Meekin’s, and Wilkinson’s. The loose metal on Kaikorai Valley road had been graded in with the Green Island Borough power grader. A culvert had been put in on the reservoir road leading to Gardner’s property. Otokia Riding.—Under contract No. 39, 204 yards of gravel from the Kuri Bush gravel pit had been run out on the OtokiaKuri Bush road on the steep pinches leading to Leitch’s. Forty yards had been spread on M'Nab’s road. The following roads had been surfaced:—Tukatau, Otokia, Kuri Bush, and M'Laren’s gully. _ Outram Riding.—Three hundred and sixty yards of maintenance gravel from Cameron’s West Taieri' River dump had been run out on the Outram to Allanton, and Allanton to Berwick roads. Weedkiller had been spread on the water tables in the Outram streets. Outram to Allanton, Nichol’s, and Allanton to Berwick roads had been surfaced. The grading of the Lee Creek road to Mr Shand’s property would be put in hand next week. Maungatua Riding.—The following roads had, been surfaced:—Otokia, Maungatua, Munroe’s. Miss Twelftree’s, and Woodside streets. Owing to the fence on the reserve having been put on the proper boundary, it had been necessary to make up the road across the lagoon at T. Munroe’s to give access to the Berwick Domain. The running out of the metal on the HenleyBerwick road was in progress. Prices were obtained from the Dunedin quarries for this metal, and that of C. and W, Shiel, at 6s per ton on truck at Dunedin, was accepted. Deep Stream Riding.—The following roads had been graded with the power grader:—Clark’s to Deep Stream, Mount Cowrie to Aubrey’s, Romarua, Matarae to Lewin’s, and Pukerangi to the Reefs road. The following roads had been surfaced: —Hindon to Lee, Hindon railway, and Hindon to Boyd’s. The timber from Australia for the Lee Stream bridge had come to hand. This was being cut and fitted in Mosgiel before being carted to the site of the bridge. Strath Taieri Riding. —The bridge at MKinnon’s over the six-mile creek had been completed, also ft light motor bridge over Lugg Creek. The riverbank stone protection at Cottesbrook bridge had been completed. Regarding this work, he considered that a groyen in Mason’s paddock on the Cottesbrook side of the river would be necessary before the spring floods. If that were carried out he thought the protection work would be safe. The stone for that work was obtained, free of cost, from Carruther’s paddock at the top of Brown’s road. It had been thought by 1 members of the Farmers’ Union that the sffone could be obtained, cheaper from G. Howell’s property. Mr Howell hid kindly consented to allow the lorries into his paddock, but, they had found that the distance being further and the road rougher, more time had been taken up and it was found to be cheaper to obtain the stone is first taken. Specifications had been forr varded to the Public Works Department ■ :or,.authority to.obtain, the grant for the trading and gravelling of Kidd’s road, sutton. Highways No. 2.—The gravel on.the section from Mosgiel to West Taieri Church had been graded with the power grader. The road from Outram to Clark’s had been surfaced. The quarry squad were at present taking off the rocky bars on the Middlemareh side of Deep Stream, preparing the road for the schist spalls and gravel to be spread on that section. No. 3: Duke’s road section had been graded and the bill surfaced. No. 4 had been graded and surfaced. No. 5: Contracts , Nos. 37 and 38, supply and delivery of 1100 yards on the Green Island to Brighton section, and 767 yards from Rett’s to Leitch’s road, Kuri Bush, had been completed and the road graded from Green Island Borough boundary to Taieri Mouth bridge. That highway was in good order. No. 6:' General surface work had been carried out. —Report adopted. The inspector of works recommended that the following works be carried out; — East Taieri Riding.—That a 24ft 18in pipe culvert be put in on Gladstone road opposite R. Dowie’s property to replace the one broken down. That a 24ft 12in pipe culvert be put in at the junction of Keith Hall road. i Strath Taieri Riding.—That the bridge over Wandle Creek on the Middlemareh to Rock and Pillar road be redecked. Recommendations adopted. The ranger reported for the month as follows;—The roads had been very clear of stray stock since last meeting. He asked for instructions regarding an old horse. It was unclaimed, was very old, and should be destroyed, as it was a public nuisance.—Permission to destroy the animal to be obtained. The sanitary inspector reported favourably on the slaughter houses in the county, and on the piggeries at Green Island Bush and the boifing-down works at Burnside. He complained of the drainage from two cottages on the back road at Seaview being discharged into the water table; a nuisance was created. Six building permits had been granted. He complained of a building permit not having been carried out in terms of the application. The building was situated at Brighton. With regard to the first matter it was decided to hold it over till next meeting. In the latter it was decided that the owner of the building be written to asking why he did not keep within the regulations. The traffic inspector reported that he had been at Brighton during the holidays. He still visited the locality every Sunday. The traffic to and through Brighton had been big, and the conduct of motorists had been good, with a few exceptions. The worst feature of the traffic was that motorists pulled up their cars on the hill between the big rock and the Le Bon : Tea Rooms to watch those in the surf. This blocked other cars on the road. The bulk of the cars were now parked in the Domain, but a number still parked on the main road, from the Domain to Taylor street, also on Bath and Cole streets. He had taken the numbers of a few ears which had been parked on the wrong side of the road, and as. this was contrary to the Motor Regulations, he thought the owners

ahqjdd be prosecuted.—The prosecution of owners was deferred till the member for the riding was present. CORRESPONDENCE. The chairman No. 17 District Highways Council wrote regarding proposed deviation Deepstream Hill, and asked what sum the council was prepared to contribute to the work.—lt was decided that present conditions and outlook were not favourable to the council offering any financial assistance in this matter. A circular letter from the chairman of the Westland County re the present economic outlook was read. —Letter endorsed by Taieri County Council. A circular letter from the Waitomo County Council was' read, regarding the burden of highway taxation and suggesting that local bodies be relieved of same till the position improved.—Received. A copy of the Town Planning Journal was laid on the table.—Received. The superintendent, Mercantile Marine, wrote with reference to the removal of gravel below high-water mark on foreshore, Brighton-l’aieri Mouth road. —The clerk reported what he had done in the matter.—Action approved. The Otago Aero Club wrote inviting the council to meet a visiting aviator at the grounds, North Taieri. —Attended to. The clerk mentioned that on a date before next council meeting there would be a gala day at the aerodrome at which about 20,000 people would be present. The club asked that certain roads be closed that day in the interests of safety in the traffic. No formal application was yet to hand. —Left to the clerk and chairman and member for the riding with power to act. John Rutherford, Green Island Bush, wrote regarding the metalling of Blackhead road. —Held over in meantime. The Brighton Domain Board and others wrote regarding parking of cars and control of motor traffic, at Brighton.—Held over till member for riding was present. The town clerk, Outrara, wrote regarding water table in Hollyhead street, Out. ram.—Attended to. Mrs Mary Cameron, Berwick, applied for lease of portion of road line; her dwelling encoached on same. —Clerk to inquire regarding the position. W. D. Mason, Middlemarch, wrote in connection with the proposal to extend the groin in the river at his property, and stated his objections to same.—lnspector to see public works engineer with regard to groin. Eric Munro, Berwick, applied for us« of piece of roadline at his property.— Held over. The district engineer. New Zealand Railways, in reply , to the council’s letter, wrote regarding the railway level crossing at Taioma, and advising that this was not a public road.—To be left with member for riding. Messrs Penman and Jackson asked that the grade on Boulder Hill road be reduced to enable them to get their plant and timber to the coalfield on Leisbman’s property.—Referred to the inspector with power to act.
