FINANCIAL ASSISTANCE. . AGREEMENT; AT GENEVA. (United Press Association,) (By Electrlo Telegraph—Copyright.) GENEVA, October 1. Ine assembly has reached, an agreement on the financial assistance to States which are the victims of aggression. This means a guaranteed loan scheme, whereby a State declared to be attacked, or in danger of attack, can, with the League Councils consent, raise a loan in the markets of the members of the League, The amount and conditions defining the liability of each guarantor arc clearly limited. The scheme is confined to Statea carrying out the terms of the Disarmament Convention, i SIGNING OP THE CONVENTION. GENEVA, October 2.
