RUGBYT'September 80. _ 4" the League Assembly to-day, Lord Cecil made & vigorous attack on the dilatory methods of the League in dealing with the slavery problem. He dedared that there were still about 5,000,000 elaves in the world. He complained that the proposal of the British delegation for a national conference had been rejected by the committee, and he deeply regretted that the League did not take more energetic steps to deal with the situation. .
