WOMEN’S INSTITUTES.

PROPOSAL TO FORM FEDERATION. (Peb United Pbess Association.) WELLINGTON. October 1. Some 80 delegates from branches of New Zealand Women’s Institutes met this morning for their first conference. Miss Jerome Spencer (Hawke’s Bay) presided. A number of resolutions relating to institute concerns were dealt 'with, and business was continued till 3.30 p.m„ when a reception to Lady Bledisloe was held.- The Governor-General will address the conference to-morrow morning. Miss. Spencer in her remarks covered the development of women’s institutes in New Zealand, where there are riow five federations. She specially mentioned the growth of the movement in the Auckland and Hawke's Bay districts. A full discussion took place on all the remits. The most important resolution carried was that moved by Mrs Irwin on behalf of the Auckland Provincial Executive—“ That the provincial federation Executive Committees, in conjunction with the Committee of the Federated Committees, draw up a scheme for a national federation to satisfy New Zealand requirements on the simplest and most economical lines consistent with efficiency, the details to include a clear statement of the financial responsibilities of the institutes and the provincial federations; this scheme to be submitted to the provincial federation’s council meetings for approval or amendment, and it an amendment be circulated among the institutes it must be decided upon by a postal vote by a three-fifths majority.”
