A SUGGESTED SOLUTION. PAYMENT BY RESULTS. (Pee United Pbess Association.) CHRISTCHURCH, May 22. Piecework, or payment by results, as a solution of the unemployment problem was urged by Mr C. MTntosh in his presidential address to the provincial conference of the North Canterbury district branch of the Farmers’ Union. He said: “ The unemployment situation seems to he getting graduallly worse. It must be tackled in a business way. We appear to be starting at the wrong end. K. is better to erect a fence at the top of a precipice than to maintain an ambulance at the bottom. In my opinion it is not the high rate of wages paid that is the cause of unemployment, but the low output per man for the wages received, which makes the article manufactured too costly, thereby not finding a ready sale.” PEBBLY HILLS AFFORESTATION. PREFERENCE TO SOUTHLAND MEN.. ' (Special to Daily Times.) INVERCARGILL, May 22. The Mayor of Invercargill (Mr J. D. Campbell) to-day received the following telegram from the Minister of 'internal Affairs (Mr de la Pcrrelle), in reply to representations made after this week’s meeting of the City Council, that the State Forest Service should complete the afforestation project at Pebbly Hills during the coming tree-planting season, and that Southland men should be given preference in employment on the work: — “ Referring to your telegram yesterday regarding afforestation at Pebblv Hills, I have this morning 'conferred with my colleague, the Conservator of State Forests (Mr W. B. Taverner), who informs me that in accordance with the statement which he released for publication on Monday last, proposals are well in hand for the planting on the area in question of as great a proportion of the GOOD acres as circumstances will permit. lam assured iliats every effort will be made to push on with the Wopk, and iu connection witli your reference to the engagement of men I am informed that every consideration will be given to the claims of men in Invercargill and district when labour is being employed.”
