PRESIDENT HOOVER
A DEFECT IN CONGRESS. ,) NOMINATION REJECTED. (United Press Association.) (By Electric Telegraph—Copyright.) WASHINGTONMay 7. President : Hoover suffered his first major defeat in Congress when the Seflate, by a vote, 41 to 39, refused to accept the nomination of Mr John Parker (North Carolina) for the position of Justice of the United States Supreme Court. It was the first rejection of such a nominee in 36 years, and waa due chiefly to the bitter opposition of organised Labour . and the negro! organisation. Despite strenuous'efforts by Mr Hoover’s lieutenants the Senate . 'declined to accept-the designation.
