WEST HARBOUR BOROUGH.

MEETING OF COUNCIL.

The monthly meeting of the West Harbour Borough Council was held last evening. and was attended by the Mayor (Mr H. E. MoIIcr), Crs A. Smith, J, M. Kay, G. F. Rodger, A. D. Asher, C, J. Havward. W. Forgie. C. E. H. Wilson, T. H. Harridgc. and C. P. George. The Mayor extended a welcome to Cr C. F. George, who has been elected to fill tho vacancy on the council caused by the death of Cr R. E. Cameron. CORRESPONDENCE.

The secretary of the Port Chalmers Progressive League wrote regarding repairs being carried out on tho Upper Junction road. He stated that the members of the league were aggrieved owing to the fact that nothing hacf been done,— It was decided to inform the league that the council was not in a position to carry out repairs at the present time, but the matter would be given consideration at a later date.

A Middleroy (St. Leonards) wrote complaining about a stench which, he alleged, arose from the open drain in the ward. Ho asked that the matter receive the attention o£ the council.—The town clerk reported that the drain was being attended to, and the letter was received! The secretary of the West Harbour Ratepayers’ Association wrote asking the council to expedite the installing of street name plates, and to approach the Post and Telegraph Department with a request that a new slot telephone be erected in the vicinity of the railway station. He also advised that the levelling of the stage in the hall had been completed.—The town clerk said that the name plates were being installed.—lt was decided to accede to the association’s request in regard to the installation of a new slot telephone box.

The commissioner of Crown lands wrote asking for the council’s views in regard to the vesting of the Flagstaff, Mount Cargill, , and the Signal Hill scenic reserves m the Dunedin City Council. The Department of Lands and Survey had the matter under consideration at the present time.—The council agreed to support the proposal.

Mr F. J. Williams, civil engineer, submitted a detailed report on the expenditure in connection with the amount expended on the Dunedin-Port Chalmers highway, from July I to September 30He stated that the amount to he found by the several local authorities interested was as follows:—Dunedin City Council, £l6B 8s 6d; West Harbour Council, £126 6s 4d; Port Chalmers Borough Council, £42 2s Id.—The letter was received. The sanitary inspector for the borough submitted several reports in connection with the accumulation of rubbish, complaints about the offensive condition of the street channels in Ellen and Bourkes streets, St. Leonards, inspection of buildings. by-laws, and household drainage, and septic tank installation. He pointed out that the only method of stopping the practice of rubbish being tipped at certain places in the borough would be for the council to erect notice boards. In regard to Ellen street, he stated that no septic tanks were discharging, and that the channel was not offensive. The concrete channel in Bourkes street was in a high'y offensive condition.—lt was decided that the plans for all drainage improvements be first submitted to the Health Department for approval. The other matters were referred to the borough inspector.

REPORTS. The Works Committee reported that after consideration it bad to recommend that the council could not form the roads at Dixon avenue, Burkes, and Roseneath, leading to Mr Main’s property, owing to the lack of money. The footpath in Ellen street, St, Leonards, had been inspected, and the committee recommended that it be left in abeyance in the meantime. It was recommended that nine-inch pipes be installed from the mud-bank in Bishop street, and continued across Montague street with aix-incb pipes into the present concrete channel, and then connected with nine-inch pipes to the main road. It was also recommended tl at the pipes in Athol place be repaired, and that the various works required at St. Leonards and Sawyers’ Bay Wards be inquired into, and also the question of raising a loan, or that the rates in these wards oe raised in order to meet the expense involved. The committee also recommended that the hand rail at the St. Leonards Station he repaired.—The report was approved. The Finance Committee reported that the receipts for the past month amounted t" £169 13s 4d, and that accounts amounting to £438 Is had been passed for payment. There was a debit balance of £1399 18s lOd,—The report was approved.
