JUSTICE TO FOREIGNERS. NO GUARANTEE AS YET. (United Press Association.) (By Electric Telegraph— Copyright.) WASHINGTON, August 10. - (Received August 11, at 5,5 p.m.) In conjunction witli Britain and other extraterritoriality Powers, the United States to-day despatched a Note to China in reply to' the Nationalist memorandum. The reply is sympathetic jn tone, but is tantamount to ration of the Chinese request for immediate abolition of extraterritoriality. The Note leaves the door open for future, reconsideration of the question, but it intimates that China:is not yet in a position to guarantee justice to foreigners in Chinese courts. —Australian Press Association.
