TENSENESS AGAIN PREVAILS. BREAKDOWN OF NEGOTIATIONS. (United Press Association,) (By Eiectrlo Telegraph—Copyright.) SHANGHAI, August 9. Tenseness again prevails on the SinoRussian border, following the breakdown of negotiations. Soviet aeroplanes are resuming hostile demonstrations at Manchuli and Pogranichnayn. Thirty-eight planes flew over the latter place yesterday.
Soviet armoured cars arc pati’olling the border with obviously hostile intentions. There arc frequent instances of sabotage. The Chinese arc also strengthening their forces on the .auder.—Australian Press Association.
APPARENTLY ONLY BLUFF. MANIFESTO TO RUSSIAN. PEOPLE. SHANGHAI, August 9. Japanese reports state that the Soviet commander at Vladivostok has issued a manifesto to the Russian people announcing a breakdown of negotiations owing to the stubbornness of the Chinese attitude, possibly forcing Russia to resort to arms, He warns the populace against alarm. Locally, this is regarded as another demonstration without any intention of beginning hostilities, and is consequently discounted. It is believed that several breakdowns in the negotiations are likely before a settlement is reached.
The Exchange markets locally are completely unaffected by the reports.— United Service.
