PENINSULA COUNTY.

MEETING OF COUNCIL The monthly meeting of the Peninsula County Council was held yesterday, and was attended by Crs Macandrew (chairman), Miller, Cross, ; Irvine, Stewart, Robertson, Morrison, and Malcolm. ' CORRESPONDENCE. A communication was received from the Otago Hospital Board stating that the levy on the Peninsula County Council for the current year was £1248 14s Bd, payable in quarterly instalments.— It was stated that the levy was about £lO less than was paid last year.—The’ letter was received. . A letter was received from Dr Crawahaw, medical officer of health, recommending the council to adopt the drainage arid plumbing regulations as published in the Gazette on • September 6, 1023.—Crs Miller and Irvine and the clerk were authorised to confer with the , Health Department- and report to next meeting. Mrs Jane Dick, Wickliffe Bay, wrote asking the council to carry on the continuation of Dick’s “road from the black post to lot 4,. and to keep it on the hill ground.—lt was decided to inform the writer that it was the intention of. the council to open, the road to the black post in the uieantiirie, and that consideration of an extension would ; depend on whether a Government grant could be obtained. A letter was received from Mi - H. A. K. Burns asking when Dick’s road would be opened up.—lt was decided that Mr Burns and Mr Dick be offered £5 each for the area to be taken from them for the extension of the road, and that if they did not accept it the land be taken under the Public Works Act." Mr T. Armstrong, secretary of the Portobella and Broad Bay Ratepayers’ Association, wrote stating that ■ Messrs Bo T lcr ' and D. Araott had agreed to act as guarantors in the event-of the rate -proposed for street lighting being insufficient to cover the expenditure.—lt was decided to proceed .with the 1 preparation of plans and to advertise the proposal. Messrs William Graham and I.- a Skene, Company’s Bay, wrote drawing attention to the condition of Luss road and Colhoun street. They stated that both roads were badly in need of repair, and were extremely dangerous in wet weather. They had riot- received any attention for the last four or five years, and were now overgrown with grass, ihey were considerably used by residents and trades people, and there was a lot of motor traffic on them.—Engineer to report, to nest meeting., • ENGINEER’S REPORT. The engineer (Mr S. G. Paterson) reported as follows on the work done durin* April:— Tomahawk Riding.—Grading 1 has been done m Glen street. Tomahawk Town- - ship, and 11 yards of broken , metal spread. The shoulders on Bishop’s road have been graded off, and, approximately 20 chains of road widened to 18 feet and 22 yards of screenings have been spread to date. ' ’■ Highcliff Riding.—-Potholes haye been patched on the High road, and several culverts cleaned out on the Camp road. Sandymount Riding.—Water tables have been cleaned on the main highway and several small slips shifted. , Portohello Riding.—Metalling on Dick’s road, -Lower Portohello, is hearing completion, Water tables have been cleaned and general maintenance work done on the Beach road, Hooper’s Inlet toad,. Papanui Inlet, arid Reece’s road. ■ Broad Bay - Riding.—Maintenance metal has been spread on the High road from Harwood’s Quarry to Portohello, and potholes patched_ on the- Beach -road. Several small: slips have .been shifted on tht main, highway and . water tables cleaned. One slip has been repaired on the Gamp road.- - ; : " - . ’ North-East, Harbour- Riding.—Potholes on the main highway*' Beach road, have been patched with screenings and’.crusher dust, 62 yards of screenings being used. The report was adopted. GENERAL/. Mr A. H. Hall, Highcliff. was appointed to the position of ranger. Accounts amounting to £373 Is Id were passed foi payment. In reply to a question-by Cr Robertson, the engineer , stated that tenders for work on -Braid’s road would bt before the council, at'its next meeting.' . On the motion of Or Morrison it was decided to. apply, to the Ashburton County Council. for information .as iv the result of Its interview with the Minister oT Health concerning the recommendations adopted at the recent conference regarding hospital and other matters. Cr Miller moved— ‘‘ That In ' pursuance to the provisions of sub-sections 4 arid 5, section 131, of the Counties Act, 1920, and all amendments thereto, this council resolves' that the cost of maintenance, construction, or contributions to be paid to, the. Main Highways-Board i:' respect to th following highways be a charge on the county fund:—(l) The road known as Maiii Highway No. 12, or DuhediffPortobcllo Beach road; (2) the, ! road known as Main Highway No.. 13, or Dunedin-Portobello high road: ; (3) the Secondary Main Highway known as Tomahawk-Highcliff Main road; (4) the road recommended .for declaration as a secondary main highway, and known as the . Portobello-Harrington Point road.-r-The motion, which was seconded by Cr Irvine, was carried. . , APPRECIATION. The chairman stated that as this was the, final meeting , of- the Peninsula County Council as constituted by the election of 1927, when-the provisions of the Counties Act, which had been suspended for the best part of half a century, were brought into operation, he wished to take the opportunity to express to hjs fellow councillors his sincere thanks for the courteous treatment that had been extended to him during the time he had had the honour to act a-S chairman of the council; Members of the council . had without exception given freely and ungrudgingly of their time and their knowledge to the various matters that they had been called upon to consider in the interests of the ratepayers and of the council. generally., He wished to congratulate those councillors who, by being returned unopposed' for a further term of usefulness, had. demonstrated that they possessed the confidence of the electors, and he sincerely hoped that the next three years would bring about many improvements in the county, which for location and scenery was one of the most favoured in New Zealand. He sincerely hoped that when the council was' called together next month the same members would be present as were present that day. Cr Robertson thanked the- chairman for his kind wishes, and expressed the hope that the retiring members would be elected next week. Cr Irvine endorsed the remarks expressed by Cr Robertson. Cr: Malcolm moved—“ That the council place on record its appreciation of the very valuable services rendered by the chairman during its term of office."” He said he thought the council was particularly fortunate in having such a chairman as Cr Macandrew. No one outside the council was aware of the amount of work which the chairman had done, and he sincerely hoped that his services would be available durum the next term., ° The motion was seconded by Cr Morri-

son,- who said' he was genuinely pleased to do so. He had - formed a very high opinion of Cr Macandrew ras a chairman and a gentleman. He had been fair and impartial to them all. They were all comparative novices at county council work, but . during the next three years the seed sown now would have borne fruit : and would be testimony to their endeavours... . . .... Cr Irvine also referred to the happy relations that had always existed: between the council and its staff. ■The motion was carried. ■ The chairman thanked Crs Malcolm and Morrison for the very kind words uttered by them. It was very: gratifying to him to think that he had v the confidence of ' his fellow , councillors. 1 He wished to' thank' Mr Paterson -and Mr Noble for the services they had rendered. They had been very willing to serve either in office hours or in thenown time. . All the speakers made appreciative references to the-work of the press representatives.
