EFFORTS MERELY SPASMODIC. BIG MOVEMENT WANTED. (United Press Association.) (By Electric Telegraph—Copyright.) LONDON, December 4. “ All previous migration schemes have been trifling. Wo want a big national movement from the-Motherland to the dominions, plotted, planned, and perfected by the Government with the same scale of vision as was shown in the closing years of the war," declared Mr Bruce Walker, Canadian Director of Migration in Europe at the Empire Society dinner. “ A mighty national movement is wanted. England has responded with a scries of spasmodic efforts. The Empire movement from Britain should average 300,000 a year, of which Canada at present could absorb one-third, and within a few years one-half. It should be possible within six months to establish enough training camps to produce 20,000 partially trained migrants annually."
