CAPETOWN, July 27(Received July 29, at 5.5 p.m.) General Hertzog’s concluding address during his tour of the Free State was devoted to the native question. He warned the country that if civilisation was based on uncivilised labour it would follow the path of older civilisations which were based on slavery. He pointed out the danger of the native ceasing to be a pastoralist and becoming an industrialist, which would be disastrous in cities where the natives are at the mercy of agitators. A stage had been reached when it was necessary to take action. He hoped his Bills would pass next session.—Australian Press Association.
