Our Parliament, which is popularly supposed to cost £2 per minute, might possibly take a lesson from the German Reichstag, which is replacing the Speakers’ desk with a low table, which makes it impossible for the speakers to read their speeches. Under the monarchial vogue speakers were not allowed to read their addresses, and even a quotation from a book or newspaper could not be read without the chairman’s consent.
