“A VERITABLE PLAGUE.” DEMAND FOR INTERVENTION. (Press Association—Bj Telegraph— Copyright ) LONDON, December 24. (Received Dec. 26, at 5.5 p.m.) Commenting on the Home Secretary’s statement the Observer says: ‘‘Dog racing establishes the virtual equivalent of the roulette table wherever there is sufficient population to mak e it pay.
