(Received Dec. 21, at !) p.m.) In a memorandum issued as a White Paper, the Government givjs its reasons for rejecting the proposal to place a Customs duty on imported malting barley. The view is taken that a Customs duty would be difficult to administer, would he open to tin 1 possibility of evasion, would impose irritating restrictions on all traders in barley and malt, and would be of doubtful advantage.
