EMIGRATION POLICY. CONCENTRATING ON AUSTRALIA. (Press Association —By Telegraph—Copyright.) . VANCOUVER, December 14. The Salvation Army in England has concentrated its emigration work on Australia rather than Canada, because the Department of Immigration at Ottawa failed to co-operate, said Commissioner E. J. Higgins, of the International headquarters, London, on his arrival at Winnipeg. The Army did not intend, however, to quit entirely emigration to Canada. A. and N.Z. and Sydney Sun Cable.
