The Times, in a leading article, says: “ The Samoan Commission should be able to ascertain how far the trouble was manufactured by white traders whose real objections to the Government are not based on its disregard of Samoan rights and customs. People so disciplined in etiquette and so skilled in /saying what will please us as the Samoans may often mislead by their politeness, implying that they want something to which they are deeply opposed. Britain may be thankful that the problem and welfare of the Samoans have been undertaken by New Zealand. The mandates system can only work well if there is a large measure of confidence between the commission and the Mandatories Commission. It cannot elevate petitioners thereto to the same footing as the Powers they criticise.
