BLOW TO RUM-RUNNERS
EFFECT OF QUADRA DECISION. INTENSIVE' BLOCKADE OF COAST. (Frees Association--By -telegraph—Copyright , NEW YORK, April 14. (Received April 15, at 5.5 p.m.) The Supreme Court’s decision upholding the prosecution of the Quadra under the British anti-smuggling treaty is the direct cause of a new and most extensive campaign on the part of the Coastguard against the liquor runners. Officers declare that the plan formulated is to confiscate all British registry liquor boats found within one hour's sailing distance of the United States coast. They say that the court’s ruling will greatly facilitate the Coastguard’s work, because the majority of the smugglers now carry the British flag. Of course, the varying speeds of the different vessels must be estimated accurately when making seizures in order that convictions may be assured. Cutters and patrol boats will establish a blockade of 100,000 square miles along the entire coast line. —A. and N.Z. Cable. The Supreme Court of America upheld the legality of the seizure of the Canadian steamer Quadra, which was captured by revenue cutters outside the 12-milc limit.
