END OF SECESSION ISSUE. GENERAL SMUTS GRATIFIED. (Press Association—By Telegraph—Copyright.! CAPE TOWN, December 8. Addressing the South African Party’s Provincial Congress at Pretoria, General Smuts made his first reference to the status question since Mr Roos’s repudiation of secession. He said that the work of the South African Party had now been crowned with success. The decisions of the Imperial Conference and General Hertzog’s whole-hearted acceptance of them had completely justified the South African Party’s action. He maintained, however, that there was no material change in principle from the position defined at the Imperial Conference three years ago, when the right of treaty-mak-ing was freely conceded to the dominions.
