The Riga correspondent of The Times states that the Soviet has instructed its diplomatic agents to reopen negotiations to conclude three separate guarantee pacts, first with Poland, secondly with Finland, and thirdly with Esthonia. Latvia, and Lithuania, providing for a mutual guarantee of the existing frontiers, mutual non-aggression, neutrality, and peaceful settlement of disputes and also an economic trade agreement. The newspapers regard this as a new attempt to create an Eastern Locarno, or as a tactical move to estrange the Balt’c States from the League of Nations.—The Times.
