LIQUIDATING FRANCE’S DEBTS. VOLUNTARY SUBSCRIPTIONS SOUGHT. (Press Association—By Telegraph—Copyright.) PARIS, April 8. The newspapers publish details of a scheme which the Government is said to be considering for a national appeal for patriotic voluntary subscriptions to pay off France’s debts. The nucleus of the movement will be a “Committee of National Propaganda,” presided over by one of France’s heroes, whose name is synonymous with victory. The committee will be non-political, and an appeal will be made throughout the country for voluntary subscriptions. Le Journal says that the financial ball will be set rolling by the members of the Government themselves. Every penny of the proceeds will be devoted to paying off the debt as early as possible.—Reuter. M. MALVY’S RESIGNATION. REASONS NOT DISCLOSED. PARIS, April 8. (Received April 9, at 11 p.m.) M. Malvv has resigned the portfolio of the Minister of Interior on the ground of ill-health. Speculation is active regarding the reason for the resignation which, it was learned later, is not due to ill-health. The reasons are contained in his letter of resignation which has not yet been published. M. Malvv, in announcing his resignation, said that the attacks made on him were of such a nature as to weaken the support which M Briand had a right to expect. Moreover, he was precluded from replying suitably to these attacks so long as he held a portfolio.—Reuter.
