U.S. BATTLE FLEET.
ADMIRAL KOOKTZ’S REPORT NATAL BOARD DISTURBED. CONGRESS TO CONSIDER. (Pies* Association—T3y Telegraph—Copyright.) WASHINGTON, January 28. (Received Jan. 28, at 8 p.in.) Admiral Coontz has prepared a confidential report on the condition of the United States battle fleet which he declared eadly needs overhauling, and generally intimating that the navy has fallen behind the 5-5-5 ratio report placed, in the hands of Mr Butler chairman of the Houso Naval Committee for consideration by that body at a secret session. Some members of the committee describe the document as a sensational report, which is based on Admiral Coontz's observations during liis Australian and New Zealand cruise. The report is said to have seriously disturbed the* Navy General Board and, therefore, it has been deemed advisable to submit the matter to congressional consideration, —A. and N.Z. Cable.
