(Received Jan. 18, at 8.55 p.m. The Italian debt negotiations proceedings arc enshrouded in official silence, which is only occasionally broken for the issue of denials to circumstantial stories publislved from time to time. It is stated that Mr Winston Churchill wants a settlement concluded early in the coming week. If this is true the negotiations will have to spee up considerably, as it is understood that an agreement has not yet been reached regarding the arr.ot.nt, at which the debt is to bo placed fos tins purposes of cegoSb&aos.—Rente*
