The Marquis Theodorli, chairman, in a speech reviewing the work since last session, again called attention to the great delay in the receipt of some of -the reports from the mandatory Powers*—A. and N.Z. Cable. GLASGOW CORPORATION BANS ALCOHOL. LONDON, October 20. (Received Oct. 20, at 5.5 p.m.) The Glasgow Corporation decided by 40 votes to 36 to exclude alcoholic liquors from corporation functions.—A. and N.Z. Cable. ARMY PAY REDUCED. LONDON, October 20. (Received Oct. 20, at 5.5 p.m.) As from Monday the pay of army recruits has been reduced by 9d a, day in the case of privates up to 2s 6d a day for captains.—A. and N.Z. Cable.
