(Received May 10, at 5.5 p.m.Thorc! has been an incessant downpour since last evening, and it continues unabated. Some of the lower lying suburbs are partially flooded. The northern rivers are rising rapidly. Considerable areas have already been inundated, and serious damage is feared. The rain is interfering with the telegraphic service.
