Mr Hayes, who is visiting Australia in connection with the Toe H. movement, told a meeting that he had visited the Melbourne industrial area, where offal and filth flowed out of the doors. He said he was astounded that such deadly places existed in a new city. They were worse than the London shims. No wonder they bred criminals. ‘ .
