POSITION OF FRANCE

SENATOR BORAH’S OPINION.

CAN MEET HER OBLIGATIONS.

p n« A*»ociation—By Telegraph— Copyri£lrj LONDON, May 10. (Received May 10, at 11.5 p.m.) The Observer publishes a remarkable article by Senator William Borah, chairman of the GW ted States Senate Commission on foreign relations, declaring that France is in a better condition economically than any other European nation, h'he has practically no unemployment, and Lor people are universally prosperous. Her industrial development since the war Las been striking, and the exceptional experience through which she is passing momentarily is clue not to economic conditions out to politics. She can, if she choses, meet her obligations upon fair and reasonable terms. Senator Borah proceeds to analyse the situation from the American standpoint searchingly, and declares that what the United States desires is merely the money which its taxpayers loaned to the Government and which the Government loaned to foreign Governments.—A. and N.Z. Cable.
